Incentives and grants have been updated to reflect the decline in construction volumes and the lack of new apartments on the German market. The program allows entrepreneurs to earn particularly high rewards for qualifying properties and is fully funded by the German Federal Bank. Since the beginning of the year, the German government has been actively promoting cooperative housing to alleviate housing problems and offer residents affordable alternatives. Cooperative housing, or "Wohnungsgenossenschaft" in German, is a housing model in which tenants are also members of a cooperative that manages and owns the property. Tenants contribute money to the cooperative and in return receive long-term tenancy rights and shared management of the property. The German government's goals are to build 400,000 new apartments per year, 100,000 of which are socially supported apartments, as well as funding for environmentally friendly renovations and tax incentives for residential buildings. The main stages of the new program include: 1. Financing and Support: The government provides financial assistance and various support to cooperatives, particularly in the creation and maintenance of real estate through certain organizations such as NRW BANK and KFW. 2. Adapted Legislation: Changes to laws and regulations to facilitate the creation and management of cooperatives and to ensure the protection of tenants' rights. 3. Development of New Projects: Encouraging entrepreneurs to develop cooperative housing projects, including cooperation with local authorities. 4. Education and Outreach: Raising public awareness of the benefits of cooperative housing construction and encouraging participation in existing and new projects. The main goal of the program is to provide sustainable housing solutions, improve the quality of life for tenants, and reduce dependence on the commercial housing market. In practice, the state provides preferential terms for the cooperative and its members for land purchase and construction services. The implementation of the construction project consists of two stages. 1) Land acquisition phase The total costs for this phase are €1,200,000, of which €900,000 is from the investor and €300,000 is from the construction company. These costs consist of the purchase price of the plot, associated paperwork costs, as well as documentation development and obtaining a building permit. After this phase is completed and the building permit is obtained, these costs are reimbursed from the budget. Therefore, this phase takes approximately 12 months to complete. During this phase, the investor's funds accrue a fixed interest rate of 7.5 percent per annum. Upon completion of this phase and receipt of the building permit, the investor is given the opportunity to repay the loan. 2) Construction phase Further project implementation is carried out on the condition that the principal of the loan is repaid to the investor, and over the next two years, apartments are sold to end-users—members of the construction cooperative, each of whom receives a subsidy from the city.
